In June 2015, a mass shooting occurred at an African American church in Charleston, South Carolina, resulting in nine deaths. The shooter, a white supremacist, was convicted of federal murder and hate crimes. Despite being prohibited from owning a firearm, he acquired the weapon due to failures in the FBI's background check system. Survivors and victims' families sued the federal government for negligence. Initially dismissed by a lower court, the 4th Circuit U.S. Court of Appeals reversed the decision, ruling that the government itself was not protected from lawsuits, unlike the individual employee who conducted the background check.
