Poverty in the United States
In 1959, about 22% of the U.S. population, or 40 million, could not meet their basic needs. The government counted these people as living in poverty.
Poverty is a government calculation of an individual's or a family's income as a proportion of the amount of money needed to meet their basic needs.
By 1960, 70% of the American people lived in urban areas. Urban decay, the deterioration of cities, also added to the struggles of people living in poverty.
G.I. Bill and postwar economic prosperity enabled "white flight," the migration of millions of white families from inner cities to the new, booming suburbs.

The Great Society
To Johnson, if the Great Society was to increase the standard of living for all Americans by lifting them out of poverty and eliminating barriers to opportunities, the Great Society should also improve the quality of life or well-being for all Americans. Additionally, Johnson believed that the American government ought to take action to meet those goals.
