Bolivia's Foreign Minister, David Choquehuanca, received support from Chilean social movements for Bolivia's demand for sovereign sea access. This occurred during an unofficial visit to Santiago, where various organizations urged the Chilean government to support Bolivia's historical claim. The visit caused tension with the Chilean government, which was not informed beforehand and viewed it as a provocation. Bolivia and Chile have had no diplomatic relations since 1978 due to disputes over Bolivia's lost access to the Pacific Ocean. The International Court of Justice is currently handling the case following a lawsuit by Bolivia.
