California's Largest Counties Move Toward Phased Reopening

Los Angeles and Orange County have moved to a less restrictive tier in the state's reopening plan. Indoor dining and theaters can operate at 25% capacity, retail at 50%, and gyms at 10%. This move was allowed after 2 million vaccine doses were administered in vulnerable communities.
