For over 60 years, German courts only tried those with direct evidence against them. However, a 2011 conviction of a Ukrainian guard set a legal precedent by finding him guilty of participating in the murder of 28,000 Jews, establishing that working as a guard at an extermination camp is sufficient for conviction.
