In 1947, US Secretary of State George C. Marshall proposed a plan to aid Europe's recovery by providing financial support for food and raw materials. While France and Britain were eager to accept, the Soviet Union opposed the plan. Consequently, 16 democratic nations formed the Organization for European Economic Cooperation (OEEC) to coordinate their economic recovery. Various countries, including Norway, Italy, Turkey, and Ireland, submitted requests for aid to rebuild their economies.
