It was negotiated between Napoleon and representatives from Austria, Russia, and Prussia. The treaty sent Napoleon into exile on Elba and outlined terms for his abdication. The British refused to sign, viewing Napoleon as a usurper. In 2005, a stolen copy of the treaty was returned to France.
