This stage involves submitting a proposal, obtaining approvals for a project, initiate discussions, assess feasibility, plan and schedule.

This stage requires understanding business needs and processing needs. Requirement specifications are needed and understanding how the current system works and the many departments and processes functions are important.

If the decision to proceed with a solution is made then a number of items will be produced. Among these is a plan for the development of a solution. The planning of a major information system is a very complex process which is assisted by identifying the discrete tasks which need to be completed based on the analysis and requirements of the system. Two methods for this, GANTT and PERT charts

There are several ways of undertaking the process of getting the completed system up and running. It is at this stage where users construct, test, train users, and install the new system. Once the system is in operation, there will be a further review and, perhaps, bugs will be noticed.

Bugs (errors), or worse, flaws in the initial design have to be fixed while the program/system is in use. However, fixing concerns in an implemented system can be quite tedious as interoperability and adoption issues may occur. The maintenance process has been said to be "two steps forward, one step back ".
