Articles of Confederation

Central Government Non – powers

Problems after the Revolution

• Every five slaves would count as only three in order to determine the number of representatives in the House of Representatives.

Argument

• opposed the Constitution. The National Government was too strong.

• the Anti-federalists wanted a Bill of Rights. They wanted this in the Constitution so that people’s basic freedoms were spelled out.

Bill of Rights

• supported the Constitution. They wanted a strong National Government.

• are the first ten amendments of the Constitution.

Popular Sovereignty

• the government only has the powers granted to it by the people.

• the power is held by the people.
