Present and Voting means you're always required to vote on matters, present means you can choose to abstain from a vote. Therefore, choosing ________ is the best and recommended option.

This is a request made by a delegate that the committee as a whole do something. Some motions might be to go into a caucus, to adjourn, to introduce a draft resolution, or to move into voting procedure.
