Virginia had an established government by 1620 that was ruling, mostly,

on its own

• New colonists, called Puritans because of their religious beliefs, came

over in 1620 with the goal of settling in Virginia

• Their ship went off course and landed in Plymouth, Massachusetts

• They had no government to rely on because the area was unsettled

Puritans created the Mayflower Compact to establish a government

for their colony

• The goal was to establish a system of self-government and maintain

order in the colony

• It was a social contract that ensured cooperation and obedience to

laws for the common good of the colony

SALUTARY NEGLECT

• Over time, Great Britain allowed its colonies more freedom to

govern themselves (or self-govern)

• This practice was called salutary neglect

• This made the Colonists feel independent

• Eventually, the colonists felt more and more free but were still under

the control of the British government
