Scientific Notation must be written with a decimal that is
Greater than 1
Smaller than 10

The exponent on Scientific Notation means different things:
A positive exponent means the number is large
A negative exponent means the number is small

To determine how many times larger one number is than another:
Put the number with the larger power on top (if the powers are the same, put the larger decimal on top).
Divide the DECIMALS ONLY in your calculator.
Subtract the powers of 10.
Rewrite with your new decimal x 10 to the power of your subtracted powers.
Put the whole thing in your calculator to finish multiplying.
