Navigation Acts were a series of laws passed by the British Parliament that imposed restrictions on colonial trade. British economic policy was based on mercantilism, which aimed to use the American colonies to bolster British state power and finances.

Atlantic trade increased the demand for workers in port cities. Workers were needed to build the ships and make the sails. Workers were also needed to stock the ships with provisions and to move cargo.

England lost a portion of the potential tax revenue because the acts led to smuggling and were hard to enforce, so the acts only partially worked as intended.
